SB 1304 / HB 2649 - Abortion Reporting Requirements to State

Establishes reporting requirements for hospitals, facilities and health professionals related to abortions and complications from abortions, and requires the Department of Health Services (DHS) detailing The woman's age; educational background by highest grade completed and, if applicable, level of college completed; county and state in which the woman resides; race and ethnicity; marital status; number of prior pregnancies and prior abortions of the woman; number of previous spontaneous terminations of pregnancy of the woman; gestational age of the unborn child at the time of the abortion; reason for the abortion, including whether the abortion is elective. Prescribes penalties for willful failure to report, disclosure of confidential report information and false reporting.

SB 1305 - Prohibits Public Monies & Insurance Coverage for Abortion

Prohibits the use of public funds or tax monies of the state or any political subdivisions to pay the costs associated with a health insurance policy that provides abortion-related benefits, except in cases to save the life of the woman having the abortion or to avert substantial and irreversible impairment of a major bodily function.

SB 1306 - Prohibits Payment for Human Egg Donations

Requires informed consent for egg donations, including a description of drugs, procedures, effects and potential risks. Prohibits purchase of human eggs for any purpose other than infertility treatment.

SB 1307 - Treatment of Human Embryos (Prohibits Stem Cell Research)

Prohibits a person from intentionally or knowingly creating a human-animal hybrid or purchasing or selling an in vitro human embryo and classifies the offenses as class 1 misdemeanors. Establishes, as a class 6 felony, the crime of intentionally or knowingly engaging in destructive human embryonic stem cell research.

SB 1309 - Parents Rights Against Sex Education in Schools

Outlines parental rights related to healthcare, education and to prohibit a school district from providing sex education instruction to a pupil unless the pupil’s parent provides written permission for the child to participate in the curricula; procedures by which parents will be notified in advance of and given the opportunity to withdraw their children from any instruction or presentations regarding sexuality in courses other than formal sex education curricula; procedures by which parents may learn about the nature and purpose of clubs and activities that are part of the school curriculum, extracurricular clubs and activities that have been approved by the school; the right to opt in to a sex education curriculum if one is provided by the school district; the right to opt out of instruction on AIDS
